328 buildings where Housing Court found harassment after trial or inquest in a case brought through HPD’s housing litigation program, with the finding date and the civil penalty on record. Updated October 8, 2026.

Harassment under the Housing Maintenance Code means an owner’s act or omission intended to make a tenant leave or give up rights: cutting services, repeated baseless court cases, threats, or leaving a building unlivable. HPD’s Housing Litigation Division brings these cases in Housing Court. A finding “after trial” means the court heard the evidence; “after inquest” means the owner did not appear and the court ruled on the tenant’s evidence. Listing here records a court finding in the city’s data, not a judgment of ours.

What a Finding Means for a Tenant

A harassment finding is a court order against the owner. The court can impose a civil penalty, order the owner to correct conditions, and the finding can bar the owner from certain permits and rent increases. If you live in a building on this list and conditions have not improved, the case history on the building report shows every HPD litigation on record, and the renter guides cover HP actions, rent reductions and the 311 complaint route. Tenants in any building who believe they are being harassed can call 311 and ask for the Tenant Helpline or contact the Mayor’s Office to Protect Tenants.
